This was recently changed to remove the best flag in https://github.com/osmlab/editor-layer-index/pull/2022/files#diff-0f9381dcf40b51fdaeca50f1b66639058d2062010f5a66bd50feeb962758eda1 we should confirm if that solves this or not.

The problem still exist at this moment, it is even worse because of a other layer. NRW Liegenschaftskataster ID did not update, after the change, this was last week. Too short, ID have a bigger update cycle.
But when I look at NRW geometry line it is still drawn far into the Netherlands. Looks like at that part in the Netherlands geometry is not changed.
NRW geometry line should be close to the border. There where the data shows up.

In the Netherlands the PDOK aerial imagery should be showed as the best imagery. So the line should be on the border. PDOK aerial layer is updated yearly with the new images by the Netherlands Government. imagery pixel is 8cm.
If NRW in the Netherlands is not better, it should not show up. But with the last change it should be changed,
BUT,
NRW Liegenschaftskataster is now on top and activated. When first open ID on the topic start location. That is because of this geojson geometry line. But data is only drawn in next to the border. Where the geometric geojson should be. The geometry geojson is far from the border.
It look like all the NRW geometry are the same. That is the issue.
I believe I need to change the issue title or make a other issue.

At this location in ID editor NRW layer shows up, but for the Netherlands there is a 8 cm aerial. Now people not so familiar with the layer get a white tile. They must always switch, every time. 10 km red line from location to aerial.
