Wrong imagery displayed in iD for Layer "Lombardia - Italy (CTR-DBT) #2519

When requesting the addition of an imagery layer, please provide the following information. Otherwise, delete the text and type your issue.

The layer displayed for Lombardia-Italy (CTR-DBT) shows an entirely black background with just the topnyms marked in white text:

The proper imagery (the same visible i.e. in JOSM) should present buildings and contour lines on white background, i.e. check the image below, taken from the viewer of Regione Lombardia itself:

It looks like the layer you linked to differs from the name of this layer, which seems to now be here (https://www.cartografia.servizirl.it/arcgis2/rest/services/BaseMap/CTR_DBT/MapServer). Can you confirm whether or not this layer is also licensed under Italian Open Data License v2.0?

Hi @arch0345, the mentioned layer is part of the Lombardy's "DataBase Geo-Topografico (DBGT)" (Geo-Topographic DataBase). The info about the dataset are avaiable in the web page of the "Geoportale della Lombardia" ("Lombardy's Geo-Portal"):

(unfortunately, I don't think there's a working English version of that site 😞).

As stated in the "Informazioni su distribuzione, vincoli di accesso e fruibilità" section ("Information about distribution, access constraints and use"), the entire dataset is available under CC-BY 4.0 license.

Unfortunately, CC BY 4.0 isn't directly compatible with ODbL and a waiver is needed in order for OSM contributors to use this layer (see https://blog.openstreetmap.org/2017/03/17/use-of-cc-by-data/)
