need to add the default offset option for resources #926

on some resources, the image offset is not set correctly initially, because of this, all the tiles are slightly shifted, it would be nice to be able to configure this right away, when adding resources, and not for cartographers to constantly move the background when mapping

I'd say this is out of scope for the ELI, since there is https://wiki.openstreetmap.org/wiki/Imagery_Offset_Database. But happy to hear further discussion.
