Allow user to change observation type #267

Really just want to show the option that they chose... after they've selected one.

@felskia the type is in the title "Stone Foundation Ring Beam", do you want to duplicate it in the "Basic info" ?

@kamicut Just realized that it was in the blue header. Users aren't going to notice that. :) I sure didn't until you pointed it out.

What I'd like to do for new points is this:

I know it says Add Building Details but can we do "Add Observation Details"? I think that gives a clear title to the section and then allows you to but the observation type down where the user selects it.
