Use JOSM Gradle plugin #5

This PR uses JOSM Gradle plugin to simplify the build and allows better IDE integration (it automatically downloads JOSM sources and javadoc).

I had to update to a more recent version of Gradle. I also updated to latest version of Atlas.

Is it possible to update the README on how to build and get the jar working? It looks like the latest instructions are out of date.
