Change text "This is not an error" to "This is not an error (nor a new object)" and/or make it configurable

MapRoulette is about "fixing OpenStreetMap one bug at a time". Therefore, when it's no error, one answer is "This is not an error". But instead of fixing errors, MapRoulette can also be used to validate and enter new objects, e.g in imports or objects detected using image processing (like the "Missing Crosswalks" project of Geometa Lab HSR).

There are following possible solutions to include this use case:

• Extend sentence "This is not an error" to "This is not an error (nor a new object)"; as well as the sentence "It was not an error." to "It was not an error (nor a new object)."
• Make this sentence configurable.
