Add United States Coast Guard #4828

The United States Coast Guard is a chain of government offices which are a branch of the United States Armed Forces. These offices are located across the United States. Wikidata here: https://m.wikidata.org/wiki/Q11224

It seems ok to add military facilities, but I'm not really sure how to tag these. I looked up a few:

It looks like the convention is to tag these as landuse=military, but otherwise it's not really consistent. I'm kind of surprised there aren't any operator tags.

Maybe we could add a category under the operators tree for landuse=military + operator=*/operator:wikidata=*

A few users and I on the Discord agreed that office=government would work. However, there has been some discussion on the tagging mail list that landuse=military would work better.

We could support both tags if they are different things. For example, I'm not sure how those strip-mall-recruiting-centers are tagged, but I'm sure it's different from bases. I can imagine that landuse=military and office=government are both common things worth mapping operated by the "United States Coast Guard". (In the same way that amenity=post_office and amenity=post_box are both common things operated by the "United States Postal Service")

Relevant discussion seems to be taking place on these 2 proposals which would refine the landuse=military tag.. https://wiki.openstreetmap.org/wiki/Proposed_features/Military_bases https://wiki.openstreetmap.org/wiki/Proposed_features/Marine_rescue (These proposals both seem fine to me.)

FWIW, several police forces in police.json are military police. Lots of Gendarmeries, the Carabinieri, and most of the Brazilian entries, for example.
