Add support for more public utilities #5499

So far, we support categories for power utilites and some water utilities (man_made/water_tower, man_made/water_works, and man_made=wastewater_plant)

Yes, I added man_made/water_tower and man_made/water_works here https://github.com/osmlab/name-suggestion-index/commit/16c5697eff93d1bb26f531748afd49698151a57e, but I don't know what other features might be interesting or useful for people to map.

I guess other utilities don't have as developed tagging guidance like the power=* tags have.

Yeah this seems to be the case, other categories also apply to other public utilities (petroleum, natural gas, etc.) like man_made/pumping_station, man_made/pipeline, and pipeline/*
