The office of a property rental company can be tagged with office=property_management. It is unclear whether this includes public housing authorities which could (maybe should?) instead be tagged as a form of office=government.

For tagging the ownership of a property, there are the fairly established keys owner=* and owner:wikidata=*

However, the owner isn't necessarily the operator of the property.
