Monitoring returning mappers #29

I am proposing...

A monitoring (and welcome) tool for returning mappers. This can also be a feature of ie. the OSMBE Welcome tool or Microcosms

What will this enable that we can't do today?

Better aid returning mappers who have not got a welcome message, are very inactive, etc. and/or are starting from scratch. May allow to review their existing contributions more efficiently.

Any drawbacks?

It may be hit-or-miss and have false positives. Discussing old issues specifically, which may no longer be relevant, may discourage users from mapping.

Resources needed to build and maintain?

Any willing developer. cc: @jbelien @openbrian (issue includes possible feature suggestions for the existing tools)

Anything else you want to add?

Say mapper hasn't edited for >1 year, or >6 months (0.5 year).

Shows returning mappers and some changeset statistics per country (including when was their last changeset in years/months). Links to eg. HDYC. Shows changesets of returning mappers per country. May show some indication of whether their existing changesets have issues (may include open comments, or their open notes). Allows to send a "Welcome Back" message and a comment on their new changeset to notify them of this (though it may be impossible/inappropriate to do this last thing automaticly). May suggest to you, or the returning mapper, a nearby (most active, pc and/or mobile) mapper to message to discuss their edits, ask questions, or map together. May allow to send along suggestions for editors to use for their edits. May allow to send along links to changesets with issues. May allow to send along links to the wiki which may be linked to said issues.
