figure out how JOSM UI handles deletes #2

I haven't tested this yet, but we need to make sure that deleting a building in the JOSM UI means "remove this way from the changeset" and not "tell the server to delete this way from OSM"

We actually don't need to ever delete anything from the changeset. Should be VERY clear in the instructions that mappers should not use the Delete function at all in JOSM.

The edge case is when the generated changeset has a height the mapper doesn't want - in this case the mapper should remove the height tag in JOSM. the entity will still have the "modify" attribute but it should be a no-op when uploaded to OSM.
