Modularizes and simplifies all filtering logic.
Fixes dumb bugs introduced yesterday with #comment and #bounds urls.
Upgrades Leaflet from 0.5.0 to the latest version 1.8.0 and fixes minor breakage/behavior changes.
Adds eslint and fixed errors it found.
Makes drawn elements not react to the mouse pointer.
