Ok, this finally works! 🎉

@mcwhittemore sorry I changed the name of the test database because I couldn't figure out how to get bash to run something like psql -c "create database to-fix-test;" without spewing errors (tried different combinations to escape the - but could not figure it out) -- if you can fix that, that's great, otherwise this should be good to merge - please review and go ahead and merge if this looks fine - thanks!
