List items by locked/unlocked #122

This allows the endpoint to support query param lock=locked and lock=unlocked.

@kepta this looks great to me! We can wait for feedback from @mcwhittemore - shall we merge this and think about pagination parameters in a separate PR?

sounds like a plan. Would love to hear what you guys think is the best way to tackle pagination.
