TODO:

[ ] Validate incoming quadkeys as valid quadkeys - if we want to lock down on a zoom level, add that to validation step.

Would really like a review from @mick and @emilymdubois

@mick - unfortunately, doing "real" UPSERTS using Sequelize seems to be a bit of a mess, I'll continue trying to figure that out, but will be great if we can give this a whirl already.
