What is the motivation / use case for this feature?
Local agencies could be convinced to contribute data to OSM, but other contributors public may have already added partial data to OSM. Using To-Fix, users can manually add missing data from data donated by the local agency, or merge updated data to existing POI.
The particular case in mind is hydrant location. Local agency can provide additional data like fire_hydrant:count or fire_hydrant:type to help improve local maps.

The mapper has to manually add the data in the editor, which could be tedious:
Of course the quickest way to achieve the same result is to do an import, and discuss/coordinate/document the proposal with the local community. However, engaging the local agencies and volunteer community to work together in adding, reviewing, validating objects individually may be a better approach.

New data and tags are imported to the editor, which the user will manually save and upload to OSM.

Would it be possible to use To-Fix to manage the validation/creation of POIs, to include OpenStreetMap tags?
For example, this geojson file, with locations and OSM tags demo_davao_city_hydrants.geojson.zip
