Collocated nodes are perfectly fine if their ele differ.
This is the case for some reference points (for instance at the bottom and the top of a mast).
Finding them make the risk of a merge (with ele=;!) higher
Yes, some are fine but most aren't. As always people editing OSM data must know what they are doing.
