Currently, if one selects "United States (contiguous states)" and a given state (e.g., Florida) and a FAO area that does not make sense (e.g., "Arctic Ocean" in the case of Florida) then presses "Proceed", one can go to Step 2. ===> Please make sure that, if the user selects "United States (contiguous states)" and a given state (e.g., Florida), they can only select FAO areas that make sense (e.g., "Atlantic, Western Central" in the case of Florida).

Will be solved by FAO zone and subcountry lookup table

@FIN-casey: @FIN-JBarile let me know that she has received the completed list of sub-countries with corresponding FAO areas from @Dengaloo. Please solve this issue accordingly. Thanks a lot.
