What is the purpose of the change

This is a subtask of this issue

Brief Changelog

The metadata is stored in the blob store on job creation time as a persistent artifact
Deployments RPC transmits only the blob storage reference

Here is the v12 unfork iavl branch , we can use it to test on main net.
