Genesis-related commands under one `genesis` command #395

It was proposed in https://github.com/cosmos/cosmos-sdk/issues/14130 and changes merged in https://github.com/cosmos/cosmos-sdk/pull/14149 that genesis-related commands will be under one genesis command in sdk. In this PR I introduce the same changes as in original SDK
