As in #48 This may be via sudo if we decide to go with native on-chain votes. Or enforce a privileged governance contract.

This actor must be able to:

Adjust lendex_market_id and lendex_token_id for all future contracts
Adjust common_token (which will apply to all future calls to all price oracles)
Migrate any market owned by the credit agency (migrate to the new lendex_market_id and/or lendex_token_id stored in this contract, with a custom MigrateMsg set)
