Starting the process of upgrading to a more modern sylvia and cosmwasm_std versions. Not going to target CW 2 just yet, because I don't want to break any of the Starship stuff Anmol has setup.
This PR:
Bumps deps that aren't sylvia (coming soon in separate PR)
Renames deprecated to_binary and from_slice
Fixes one ibc test which now returns a slightly different error message
It's prep for a more involved PR that will get us on a later version of sylvia.
