Local setup with `docker-compose` is not configuered properly and also not Documented for local setup purposes #3844

While setting up the project with the help of docker for local development is not configured correctly and requires some changes that can lead to the perfect build for local development.

while setting it up via docker-compose failing some build errors.

As it is mentioned, version has become obsolete, but while removing it is again fails .

will fix it ASAP by Re-writing the docker-compose
