[Issue] panic: 1515uosmo is smaller than 3482uosmo: insufficient funds #1028

hi, please help to understand the root cause of the issue

osmosisd cannot process the block due to error panic: 1515uosmo is smaller than 3482uosmo: insufficient funds

I've removed the data and synced from new quicksync.io backup, but the error repeated

I cannot understand where these values are coming from? (configs are below)

As I understand it relates to https://github.com/osmosis-labs/osmosis/issues/892, but I don't understand why the error reoccurring in the v0.6.4

Have launched with v7.0.3, so far so good. Didn't see the error anymore. Happy the issue to be closed.
