[Maintainance]: Backport the Stargate Whitelist query issue to all relevant old versions

Summary

Lets backport the Stargate Whitelist query issue to all the applicable old versions, and get patch releases tagged for each.

Right now people who attempt to sync archive nodes could run into very painful random app hashes, which would suck.
