Idea:

Using imagery analysis against OSM, identify areas with probable missing roads
Set up task in MapRoulette or OSMTM to fix
Utilize Bing Streetside which is comprehensive in region, and OSC and Mapillary where more recency is needed
Fix!

per @ian this statewide data set might have all roads. battlegrid could be an approach to determining diffs.
