Add a privacy policy to the MapRoulette website #8

Please comment with a link to the MapRoulette privacy policy. The OSM US team can help you create one if needed.

We don't have one yet so we would need to create one from scratch. If there is a template we can use that would be super helpful.

I'm not so much concerned about the policy itself but more about the implications -- we currently have no mechanism for users to request to remove their PII from the system, and we are, as far as I know, not GDPR compliant.
