As a user, I need the ability to download reports in either PDF or JSON format for sharing or further processing.

Acceptance Criteria:

A download button is available on the report page.
Users can select between PDF and JSON formats before initiating the download.
The downloaded files are formatted correctly and contain all necessary data.
Downloads start and complete without errors.
Users receive feedback confirming the success or failure of the download.
