No need for Government buildings, Anarchists Unite! #216

Seems there is no need to install a government center. Will suss the depths of this problem. But if I had to give a guess, it looks to be that the bonuses of a small pop & full pop outweigh penalites.

Current little empire is well beyond the morale radius & is doing just fine (70 to 80 % morale)

Where as in old games by your 4th system you were taking serious penalties to a planet & had to install a government center, that is no longer the case. Also the colony rush phase goes sooooo much faster now. which is a big help to all the AI races.

It is true that for TL1 empire, gov center is not so important, as you don't have populous planets. But then, you won't manage to survive with TL1 empire.

Except with the speed & numbers I produce, I am going to win. It takes time to start getting those training centers up and running. Only problem I might face is from nanoweb armor...... the game will be long over before they can get level 6 tech. I am going to scale this up but right now I can hold the entirety of the universe w/o a government center never dipping below 70% morale. This may seem trivial, until you factor in all the support structure for the extra pop, & it outweighs benefits. I do have to dip into level 2 for just 2 to 3 devices (if mineral > 150 Ti fact is a must).

In the current run I have level 5 tech & still no govt center. getting ready for level 6. Note planets beyon the morale circle (<20% morale) are holding steady w/ 67%. current empire pop is 122K w/ no govt center. I can goose the morale by building & when it max pops, destroying an outpost. This gives a temp boost of pop unemployed above max w/ gives a huge boost to morale. Using this you can float morale indefinitely.

How many planets that was? Because on TL5, with every slot forcing you 500 unemployed pop, it means 60 slots tops, and thats like 12 planets. Of course you'll manage such a tiny empire without gov center. For the making outpost / destroying outpost, I don't think this helps in any way - bonus of +10 morale for full unemployment is capped, so this micromanagement approach seems not really worth the effort (more so with structures taking multiple days to get up to speed). I wouldn't call it "huge boost to morale" :)

I will close this one - I can positively say that Gov Center is still very much valid. (Not to mention that the game has been originally balanced to Circle42P galaxy, and empires with 50 planets there were on the smaller side. On the Circle3{B,C,S}P galaxies, 50 planets is big and powerful empire).

There might be valid need to revamp how morale works, for example with auxiliary gov centers, but it would be better to have focused issue for that, with clear outputs defined.
