As it is currently, there is no benefit of staying with primitive technologies. Even though it allows prioritization of what to do first (and in general, players should start researching proper technologies ASAP) , it is also bit of a trap for newcomers - for example not researching FTL engines and not updating all designs in first few days is almost always bad for overall success with the game.
Thus primitive techs should get a rebalancing a bit. I am considering two steps:
Removal of primitive tech negatives (higher weight), to be completely on par with 1-1 techs. Possibly with exception of Medium and Large hulls.
Lower price, making somehow valid option to go quantity over quality.
