Population growth and decline does not honor limits #266

Example is worth thousand words: planet has pop limit 1500, currently 1414. next turn: 1514 (+100 of minimal growth) next turn: 1414 (-100 of minimal drop) etc.

This may be related. (if not will open another issue). this last week I had a planet do a population crash to zero. Still not quite sure why, plenty of food, plenty of power. My best guess is that I built a factory on top of a newly built factory. Will try to recreate this bug.
