Two players become more closely aligned, inseparable. This back can not be revoked, it also makes all pacts binding. This offers both players the reassurance that neither will betray the other. It also limits alliances w/ other players. If a player goes to war w/ one, they are at war w/ both.
Benefits: Still working on this one. currently leaning towards adding a unique tech choice option (say something like strip mine or factory complex from the cyborg player). This also would encourage players to unify w/ a different branch. Which is why the benefit is still something that needs to be brainstormed.
