Tweak Renegade #293

At this moment (version 0.5.74-1) Renegade faction is able to build substantial fleet on the planet. To put them less in the spotlight, proposal is to:

It is not hard to defeat a renegade colony. you went through a lot of trouble to make sure they couldn't be stormed early in the game. are you now putting in more effort to circumvent the earlier fixes?

Before a player could create small ship bombers w/ speed of about 4 (faster if they prioritized ftl research). If there was a renegade system w/ low planets or low mineral content (or if the player was close enough to colonize faster than the renegade player) you could rush renegade worlds and have the element (Ti or Ur) in the first 3 weeks.

the changes you made were to 1, add in primitive tech which slows down ship development. (yay) 2, renegade civilizations now seem predetermined to live on a 9 slot planet w/ large diameter (15 to 18) 3 and to a lesser extent the improvement to renegade ship designs (along w/ cool new materials to utilize in them)

I don't see the problem of Renegades being too OP. Instead initially they are still weak and are protected by time and space from opponents slow (speed ~3 ships). Then they are overpowered to early players. And possibly still weak to large numbers of mutant suicide fleets. Mid to late game (ECM, better weapons, and shields) they are incredibly weak. Where the only question is can you secure your new territory before another player decides to add it to their's. If anything renegades need to explore better medium and large ships that will be built later in the game. Also find a way to allow them to have more ships per industry point.

Playing the game w/ other players really helps see hidden synergies and strengths. For example I have seen a human civilization use stealthy medium ships to great effect. I have seen bionics wreak havoc on cyborgs due to the cyborgs bad sensor options (pre ultimate scanner). So at the very least if you reduce overall fleet size a renegade has, then at least build stronger ships to be used for system defense ships.
