They do work, they are just totally undocumented as to what they do. The FEEDBACK
delay bits advance the PLL output compared to the rising edge, the RELATIVE
delay bits delay the PLL output compared to the rising edge. In practice it doesn't seem necessary with the DDR input.
It isn't clear if the fine tuning or relative tuning bits in the PLL phase are correctly doing the right thing. Need to figure out if we can actually see the difference on the faster scope.
