Please provide more description and environment related to your issue.

^~~~~~~~` it seems that your gazebo plugins lib is not avail in ur local env.

I already install dependency packages

$ rosdep install --from-paths src --ignore-src -r -y

and

$ sudo apt install ros-melodic-gazebo-plugins*

then

xxx_ws$ catkin_make

I found just libgazebo9
