Intermittent security group error on launch

With CloudSim pre-1.7, I'm getting intermittent failed launches of Simulator-stable constellations with an error about a non-existent security group. I'll paste the traceback here next time it happens.

Talking to @hugomatic, it seems likely that there's a retry loop missing in the non-VPC code path.

Marking as relevant for the NRI Tutorial because if this happens often enough it will hinder our ability to launch a bunch of constellations.

We've found that EC2 requires the clock to be synchronized on the server.
