Replace Windows install tutorial: provide info about community projects. #161

Now that Gazebo11 is unable to work with the custom tarballs I think it is a good time to remove the tutorial since it is causing troubles to users and point them into the community projects that are working to ship Gazebo in a more reliable way.

I don't want to duplicate the instructions nor the document tries to provide a guide step-by-step to users but just list the existing options and give pointers to the people so they know where to look.

This was a long time effort done by the community which is a far better alternative than the previous approach. Thanks for all the work you and other friends have put into this.

Refer to a new issue for vcpkg feedback since the installation is 'promising' to my eyes. 798acb8. Ready to merge.
