The "Make a model" tutorial is missing info on where to put the model (in a subfolder of ~/.gazebo/models) and the required .config file. Then, model creation from scratch is covered in the next tutorial "Make a Mobile Robot" in more detail.
As a total noob, reading the content of "Make a Model" after "Make a Mobile Robot" might have made more sense to me.
