I think this might come from a time when all tutorials were intended to follow a single thread to introduce all features of Gazebo. But now we:
Have guided tutorials which have their own well-defined flow
Have several new tutorials which don't have "Next"
Have some "Next" steps which look out of place. For example, the link above is about modifying the world and has a next step to use elevation models. While this probably made sense back when a new user could be introduced to all of Gazebo's features following a few tutorials, now it might just confuse someone and make them think the "Next" step is required.
