Add contribution instruction #5

Update README before sending out call for contributions.

I realized that we don't want to pick through people's project pages and look for whether it's open source. So I added a line about LICENSE. I don't know if that's too restricting though. Maybe it's enough if there's code clearly included? On second thought, I'll add that to the PR template. I ditched the LICENSE. See #6.

I'm going to merge this because the call went live sooner than I thought, and this puts the README in a better shape for public consumption. The content here is copy-pasted from the call that we worked on together, so I will take the discretion that you are okay with it. Please edit again if you find disagreements.
