Release into hydro and indigo #9

Now that capabilities have been released (https://github.com/osrf/capabilities/issues/61), it would be great to have this released as well.

Related to https://github.com/osrf/std_capabilities/issues/3.

Sorry for the delay, I started to do this the other day, but realized there are some open issues and things I should resolve before releasing.

I'm not sure I'll be able to tackle all these issues soon, would you prefer a release int he current state or for me to wait until I get time to address the open issues?

It is released into Groovy and Hydro, but I cannot release into Indigo yet because it depends on rqt_graph which has not been released.

@dirk-thomas what's still blocking rqt_common_plugins for Indigo?
