Feature Request - Robots Can Recharge After Returning to Base #332

This is a feature request so that robots can recharge when returning to base. It would only really matter for the flying vehicles since the ground vehicles have a longer battery life than the simulated time.

I support this proposal. I think it could make the UAVs more useful for exploration and it reflects a real-world scenario where an operator standing near the base station can physically replace the robot’s batteries.

It seems fair to impose a time delay for battery change after UAV landed in the staging area, say 3 minutes.
