This behavior is intermittent. Below it can be seen being computed successfully for 12v12 and a realtime factor of ~0.4
Oddly, it is also strongly in favor of the team that took longer to rally due to having to fly farther.
After I took that screenshot it stopped scoring without any appreciable state change in the system.
The drones are just circling their starting waypoints, with a few crashed on startup (such as 137 which is flailing on the ground):

It was running at 25% realtime and scoring just fine with 2 teams of 25. I'm going to stop tracking this here.
Arbiter is not calculating endurance score for UAVs after the game has been started. Arbiter is showing the UAVs as Active, but no endurance score is being displayed or broadcasted.
