populate ~/blessed with rally, and wp templates #60

This is needed for the fti interface on the payload machines.

Might be done by calling init_n_sitls.bash 10 (for 10 vehicles). Unclear where that script lives.

We found it in the acs-env repo. And it looks like the neighboring script has what we need update_templates.py https://gitlab.nps.edu/sasc/acs-env/blob/master/scripts/update_templates.py#L1

One quick question is that these seem to be somewhat customized. We should now be able to put in valid content. However this seems to be flight location specific. Do we want want some specific values in these files?

@gerkey note that packaging this into the user directory will be a problem as we don't have the same users on the cloud and the laptop. Maybe need a script to drop it in before running if it's not present??
