Add Spotlight archive on Spotlight page #62

It would be nice to provide an archive of ROS Spotlight posts. It can just be a list of links at the bottom of the main Spotlight page.

The other option might be just to archive them on the blog. Each new spotlight could be featured on the blog when posted. We could have a tag such that you could filter to only see past spotlights on the blog quickly.

Ah, that's a good idea. How would we link from the Spotlight page on ros.org to the archive on the blog? A single link that says something like, "Archive"?

Added the link. It's just part of the content of the spotlight page, which means that we'll need to remember to keep it there when we change to a new spotlight. Not ideal, but it'll work for now.
