failover_notify_delay > 0 setting causes bad file descriptor or no space issue at failover #1122

problem found and fixed by @otatebe san

fixed by changing failover_notify_delay = 0 by @otatebe san in commit 25194a68ffc4779f7dceef9aa8e33fbcf70bdc83
