Make a User Detail Form #9

Follow the workflow diagram given in the README.md file and implement a User Detail Form. Please refrain from adding a UI Library without discussion with the project managers. Keep the colours as a variable in the CSS file so that it is easy to change the colour when the designers approve the pallet for the application.

Do not forget to mention the issue ID (one given by #) in the Pull Request you are going to merge so that it is easy to keep track of this issue.
