Remove about Windows environment description. #151

There was still a Windows description in the documentation . That could be removed because it misleads people into thinking that pg_bulkload can be used in a Windows. A member who is not so familiar with PostgreSQL actually asked if pg_bulkload could be used in a Windows environment.
