Since there is no change which affects pg_rman from PG 14 beta1 to beta2, this commit changes only the test version in the github action workflow.

Backpatch-through: 9.6

How about updating to the latest version even for versions other than PG14?

Thanks! I also updated minor versions and removed unsupported versions.
