Il faut pouvoir enregistrer les développeurs qui sont à la recherche d'offres d'emploi. Et les notifier par email lorsqu'une nouvelle offre est postée.

We need to add 2 endpoints POST /subscriber and GET /subscriber to add and fetch email network subscriptions.

We are still not notifying users.

We need to provide a way to notify them when there is a new job offer, or on a cron schedule
